Description (partial)

Symptom:
When flapping an ATM interface or VC, we destroy the schedules associated with the ATM interface or the VC and leak 2 CPP list hdr for each VC schedule totaling 64 byes of memory. Could also happen
when sessions are torn down. We leak 64 bytes any time a BQS schedule is destroyed, but probably not a big issue without high scale configs and session, ATM port or VC flapping occurring.

Conditions:
Yoda based release of 3.10 and higher only
