Description (partial)

Symptom:
False path-failure detection at GW for a peer citing Restart Counter change.  But no restart counter change done by Peer.

Conditions:
This is dual PDN case where UBReq is initiated first by PDN-1 bearer towards SGW while S4-SGSN handoff is received on PDN-2 from S4-SGSN. When UBRsp reject is received from SGW with Recovery IE-1, PDN-1 & PDN-2 have already migrated to S4-SGSN. This creates false path-fail on PDN-2 for S4-SGSN(Recovery-2) citing Recovery IE change.
