Cisco Bug: CSCur45927 - Missing diameter peers entry after ICSR switchover

Description (partial)

Symptom:
Customer did the following test:

1. 2 PGWs with ICSR function 
    2 GX Diameter PCRF peers 
    require diameter-proxy multiple

 With this configuration, active chassis should show 4 peers, i.e.
# show diameter peers full all
Peer 1 for diamproxy-1 and diamproxy-2
Peer 2 for diamproxy-1 and diamproxy-2

2. However, after the following operation:
-  # diameter disable endpoint xxxx peer xxxx (at Standby chassis)
-  # srp initiate-switchover (at Active chassis)

At the active chassis (after the switchover), it only shows one diamproxy-X, ie 2 peers
for one diamproxy. 
(CLOSED, DO_NOT_WANT_TO_TALK_TO_YOU)

3. Then do the following command turns out to show 4 peers:
- # diameter enable endpoint xxxx peer xxxx

Peer 1 for diamproxy-1 and diamproxy-2 OPEN
Peer 2 for diamproxy-1 and diamproxy-2 OPEN

Conditions:
Condition :
- ICSR function 
- require diameter-proxy multiple
- diameter disable endpoint xxxx peer xxxx (at Standby chassis)
- srp initiate-switchover
