Description (partial)

Symptom:
APs cannot join 5508 WLC with 8.0.100.0 version.
AP doesn't honor the ip address learned via option 43 when it has IOS_STATIC_CONTROLLER_IP_ADDR in the env_vars file in flash memory.
This happen when the AP download 8.0.100.0, 8.0.110.0, and 8.0.115.0 image. i.e. 15.3(xxx)yyy image.
In some case, DNS L3 discovery doesn't work which is addressed as separate issue in CSCur88408.

Conditions:
Steps to reproduce:
- Have only recovery image in the flash memory of the AP
- Go under rommon and make sure that IOS_STATIC_CONTROLLER_IP_ADDR has the ip address of the WLC
- Boot the AP
- It will learn the IP address via DHCP, joins the controller running 8.0.100.0, downloads the new image
- Loading again with the new image, AP doesn't honor ip learned via option 43 and can't join the controller
