Description (partial)

Symptom:
A PPQ rate control statmux group generates bitrate overshoots and visual artifacts occur on the statmuxed output streams.

Conditions:
Caused by glitches in the input stream.
Following glitches can cause this:
- when frames have the wrong timebase (for instance looping services), such events will accumulate and after a large number of such events it will lead in the fall over as described.
- a number of start/stop stream events at the encoder input
