Description (partial)

Symptom:
CUAC Adv. 10.5 Out Of hours routing not obeyed. When configured, entire days are marked as out of hours rather than the hour specifications noted. For example if you set out of hours from 12am to 7am on Tuesday; all of Tuesday will be set to route to the out of hours number specified.

Conditions:
Within regional settings on CUAC Server the following values are augmented: 
- Short date changed from M/d/yyyy 
- Long date changed from dddd,MMMM dd,yyyy
- Time format from h:mm:ss:tt
