Description (partial)

Symptom:
This is a timing issue while sending traffic when issuing the command "clear mac address-table dynamic" simultaneously on vpc peers creates a sync issue where one or more macs may not be deleted on both switches.

If traffic restarts on the same macs, then the switches should resync without issue.

Conditions:
Appears with over 10000 macs in the system, and while traffic is running, and "clear mac address-table dynamic" is used almost simultaneously on both vpc peers.

During this period a mac might be deleted, but then gets a new learn notification from the peer, then skips deleting this mac.
