Symptom:
If a client interface is shut down when an IPv6 prefix is deprecated, then when the interface comes back up, the prefix is never deprecated and continues to be used

Conditions:
If a client interface is shut down when an IPv6 prefix is deprecated, then when the interface comes back up, the prefix is never deprecated and continues to be used
