Description (partial)

Symptom:
Master in Hong Kong (HK).  Has a variety of time zones configured in Activities | System Configuration | Timezones and has jobs scheduled to use these timezones.  The jobs ahead of HK are not scheduling correctly.

Conditions:
Repro:
1.  Set master to use Hong Kong time. (UTC +8:00 Beijing, Hong Kong, Urumqi)
2. Add various timezones in Activities | System Configuration | Timezone: Australia/Sydney , Australia/Brisbane,  US/Pacific/, US/Central, America/New York, Tokyo
3. Create simple jobs using each of the timezones and schedule each for 4 PM in that timezone and make effective "today".  
4.  Look at each of the jobs in JAC to verify the correct time in relation to the master.  Notice that jobs using US/Pacific , US/Central, America/New York schedule correctly as does HK.  But note the jobs ahead of HK are wrong:

Calif: 7 AM (-15 hours from HK) - CORRECT
Houston: 5 AM  (-13 hours from HK) - CORRECT
New York: 4 AM (-12 hours from HK)- CORRECT
Hong Kong: 4 PM - CORRECT
Tokyo:  5 PM (+1 hour from HK)- SHOULD BE 3 PM
Brisbane: 6 PM (+2 hours from HK)- SHOULD BE 2 PM
Sydney/Melbourne:  4 PM (+3 hours from HK) - SHOULD BE 1 PM.
