Description (partial)

Symptom:
Since 26 October 2014 Moscow is in GMT+3 timezone, since they don't use daylight saving time and move permanently to Standard Time, or "winter time".

This fix should also include other cities in that timezone.
Other russian timezones need to be reverified. Novosibirsk is confirmed to be 1 hour wrong as well
