Description (partial)

Symptom:
While testing with Ipv6 NA, RA and RS flooding on a N5672UP with 7.0(3)N1.1 we see icmpv4 drops and increasing violations in the copp-system-class-icmp-echo

However, Ipv6 NA, RA and RS should go to the ARP queue and not impact icmpv4 

-  NA, NS, RA and RS packets go to the ARP queue.
-  All other ICMPv6 types go to ICMP queue.
