Symptom:
ACS 4.x had a cache for authenticating local users. ACS 5.x was designed without this cache and severe processing delays are seen when repeatedly authenticating local users especially from the same account. This is commonly seen when using scripts / network automation tools along with a full complement of TACACS+ requests (authentication  / authorization /accounting ) which generates a huge amount of requests.

Conditions:
Using ACS 5.x with the local database
