Description (partial)

Symptom:
Websecurity URL checks are failing with cert expired errors, and no emails are having their URLs scanned. GUI shows under Security Services > URL Filtering "The SSL certificate error"

Conditions:
We are losing the thread responsible for requesting a new cert, that is required to talk to the SDS web service to evaluate URLS.  And without an unexpired sds cert, we can't communicate with the service.
