Symptom:
DTACS upgrade failes due to migrate script failing with the following output:

ERROR: Unable to execute SSH command as root on the DTACS.
ERROR: Remote SSH root logins MUST be enabled on your DTACS!

Failed to migrate keyfiles: Illegal seek

Conditions:
More than one line in the /etc/ssh/sshd_config file with "PermitRootLogin yes"
