Symptom:
Getting java.lang.IllegalArgumentException: Invalid argument 'N' or java.lang.IllegalArgumentException: Invalid argument 'Y' when executing the command: modrule -a 516 -q N or modrule -a 516 -q Y

Conditions:
Using TESCommand Line modrule command with -q option
