Description (partial)

Symptom:
After CPCA box reload tomcat process and related processes (like poller) may not start.

Port/Address already in use exceptions are visible in the logs:
[contexts/ptm/ptm-server-context.xml]: Invocation of init method failed; nested exception is java.rmi.server.ExportException: Port already in use: 1019; nested exception is: 
       java.net.BindException: Address already in use

In netstat output we can see that rpc.statd is listening on the port 1019

# netstat -anp | grep 1019
tcp        0      0 0.0.0.0:1019                0.0.0.0:*                   LISTEN      3805/rpc.statd

Conditions:
CPCA VM start/reload (for example during the upgrade).
