Symptom:
Please check also bug CSCut16773, with similar symptoms.
On a N5k or N6k, creating or deleting a vlan may result in unexpected behavior.
The following errors may be observed when trying to create a vlan:
Switch(config)# vlan 2000
Service not responding
Switch(config)# vlan 2000
ERROR:

Additionally, the device may also reload when trying to create such a vlan.
Reset reason is seen as 'vlan_mgr hap reset'

    Reason: Reset triggered due to HA policy of Reset
    Service: vlan_mgr hap reset
    Version: ...

Conditions:
VLAN is being added or deleted when all ports (this includes CE, FP, physical and Port channels) on the chassis are in a layer2 configuration.
The issue has been observed in NX-OS releases 5.2N and 6.0N.
