Description (partial)

Symptom:
-User tries to dial a number in Jabber Voice and receives error "Call cannot be completed as dialed"
-do not see the correct prefix added to dialed number based on application dial rule.

Conditions:
-Jabber Voice for iPhone 9.1.x
-CUCM 9.1.2SU1
-Custom application dial rule created, uploaded and applied to "Directory Lookup Rules URL and Application Dial Rules URL" parameter of the TCT device in CUCM based on Jabber Voice documentation
