Cisco Bug: CSCur38197 - DBMON on IM&P pub can't connect to Local DB and CUCM DB

Description (partial)

Symptom:
The IM&P Publisher node can't connect to the CUCM Database, leaving the IM&P Serviceability GUI inaccessible with message "Error Occured While retrieving information from database.The connection to the CUCM Publisher is down".

It can also happen that Cisco Sync Agent cannot start.

Cisco Database Layer Monitor log shows the following error:

Conditions:
This is a race condition when connection between CUCM and IM&P cannot be established because bad password for dbuser has been caught.
