Description (partial)

Symptom:
When there is L1-L2 routers inside the topology and L1 router having higher ip address as loopback than L1-L2 router. From L2 router rlfa perspective, it will choose the L1 highest ip address as the targeted LDP neighbor

Conditions:
No MPLS TE enabled for the ISIS router-id and where there is L1-L2 routers
