Description (partial)

Symptom:
Flowspec prefixes not imported into the VRF after the vrf is removed and then added back. This is in preFCS code.

Conditions:
Flowspec prefixes not imported into the VRF after the vrf is removed and then added back. This was due to the bgp_topology not getting created upon creating a new vrf. This is seen in preFCS xe315 code.
