Description (partial)

Symptom:
RIDC_ISSIG native channels remain powered when RIDC loses network connection.

Conditions:
Steps
--------

- Set up a remote IDC with some UMS/RMS channels, VTG, Incident and also ISSIG channels
- Power up all the channels, power up ISSIG channels some in Native mode and some in Gateway mode
- Disconnect the RIDC network connection
- All the channels will be powered down quickly, except the ISSIG Native mode channels, giving the false information and impression about the state of these channels.

Expect
--------
In the advent of RIDC network loss, all the channels should be powered down without exception.

Notes
--------
1. If you PTT or Latch the ISSIG Native mode channels, you'll correctly receive the PTT and Latch failure messages.
2. When RIDC recovers from network loss, ISSIG Native mode channels will pass audio with no problem.
3. Local IDC does not have this problem and will power down all the channels including ISSIG Native mode when IDC network is down.
