Description (partial)

Symptom:
ARP replies (and possibly other traffic going to CPU) are not received by CPU on N6K, resulting in INCOMPLETE entries. SPAN/ELAM capture confirms the switch is receiving the ARP reply, but Ethanalyzer does not show it.

Conditions:
Normally there should be two entries, one called "in-0" and one called "in-163", pointing to the SUP ("sup-eth2") for the SVI MAC (same MAC for all SVIs) in the output of show platform fwm info hw-stm. When hitting this issue the "in-163" entry will be missing.
