Description (partial)

Symptom:
ARP packet drop over PW-HE/R-PW tunnel from ASR9K

Conditions:
This is seen when ARP packet is untagged and is sent over PW-HE or R-PW from ASR9K. ARP packet after stripping the MPLS and outermost L2 headers leaves behind 42B packet which gets dropped in ASR920/RSP2 in the egress due to minimum MTU check of 46B. This works if the ARP packet carries additional VLAN header.
