Symptom:
Config Agent cannot start.

Conditions:
Config Agent cannot start after being manually stopped via the Admin CLI or Serviceability UI. 
Via a remote support account the Config Agent process will still be seen to be running even though it will be reported as stopped via the Admin CLI or Serviceability UI
