Description (partial)

Symptom:
The APIC cluster does not converge to a "Fully Fit" state even though there is IP communication between the APIC infrastructure IP addresses.  One of the APICs in the cluster may show "Fully Fit" while the remaining APIC shows "Data layer in a diverged state" or does not appear in the APIC cluster at all.

Conditions:
- Any APIC version
- More than 1 APIC in a cluster
- Out-of-band management IP addresses configured on each APIC
- TEP address space and out-of-band management IP address space overlap
