Symptom:
If you set the following setting on webex server: 
All meetings must have a password (EC, MC and TC)
You should be asked to have a password when you create a meeting. Jabber doesn't not respect this setting and users can start meetings without a password

Conditions:
"All meetings must have a password (EC, MC and TC)" set on meeting server.
Start meeting in Jabber.
