Cisco Bug: CSCur34588 - 6500 FEX: Image deletion after a failed ISSU upgrade

Symptom: FEX image being deleted. This will cause the FEX to boot up in ROMmon if no other backup image is stored in flash. Conditions: After an issu runversion fex all, the FEX system crashes or loses SDP connection with the parent. This causes a reset of the FEX system. Once the FEX comes back up, we've lost the ISSU state for the FEX and it initiates a standard auto-image download. At this state, if you abort the ISSU using issu abortversion, the FEX is reset and it deletes the original image.
