Description (partial)

Symptom:
The VNEs send to the devices multiple SNMP requests for sysObjectId outside of regular device reachability test. All these requests have request-id=0, which in some device can cause the SNMP agent to drop the request.

Conditions:
Some of the SNMP requests return all NULL objects response because they are not populated in the MIB for any reason.
