Description (partial)

Symptom:
aclmgr crash is seen when applying/removing large ACL config to SVI, for example:

interface vlan 1-800
no ip access-list X

will see something like:

SYSMGR-2-SERVICE_CRASHED: Service "aclmgr" (PID 6058) hasn't caught signal 6 (core will be saved)

Conditions:
This is not traffic impacting.
