Description (partial)

The caller experiences continuous loop of survivability messages.

The problem occurs in the following call flow:
1. Call arrives from ingress GW
2. After basic prompt agent 1 is selected
3. CVP sends a ringtone invite to VXML to play the ringtone to the caller
4. Ringtone dialpeer sends an ACK to CVP
5. CVP then sends a reinvite to the caller at the ingress GW so that the caller can hear ringtone.
6. Because of the issue with SIP provider ingress GW returns a SIP 488 unacceptable message
7. CVP will ack the 488 and send a BYE to ingress with cause SIP:cause=488
8. Ingress GW will recognize the cause and will invoke survivability
9. As per the configuration a retry is attempted and new invite is sent to CVP
10. CVP again goes through the same process reserves an agent and tries to play ringtone to the caller
  which will again fail with 488 and loop continues.
