Description (partial)

When then card mode is changed with protected Svlan DB, SVlan DB is not deleted. It is found after card mode change and not able to delete the svlan DB.

Steps to reproduce
1) M6 with dual TNC.
2) Created 200 protected SVLANS and applied it to port 21 and 22.
3) Queried the SVALN using *, and protected 200 SVLANs
4) Changed the card mode to L1, GEXPE card went to reboot and it came up in L1 mode.
5)Changed the card mode from L1 to L2 mode and the card came up fine L2 mode.
6) In card view, SVLAN DB is not there (card view (provisioning (SVLAN (NNI SVLAN).
7) Unprotected SVLAN DB is there in the Node view and not able to delete the same.
