Description (partial)

Symptom:
Upgrade to 6.3.3 causes some DVB scrambling systems to fail. The issue has been seen in Nagra CA system.

Conditions:
Due to some upgrade scenarios, the RFGW would use an incorrect CW to scramble streams. This causes certain DVB complaint systems to fail to start scrambling.
