Description (partial)

Symptom:
Chassis and Peer ID is not deleted for Shutdown

Conditions:
If Chassis ID and Peer RAT ID is available in the inform received from AP to BAC, device updated with 
FC-CHASSIS-ID and PEER-RAT-ID. 

Then operator/user modify the device page to add FC-SHUTDOWN=true. 
During the next boot of AP the FC-CHASSIS-ID and FC-PEER-RAT-ID expected to be deleted/removed from device page. which is not happening
