Description (partial)

Symptom:
TES 6.2.1.54

Web Client disabling/enabling Virtual Resource generates error.

The following error is received in the TES web client when trying to enable/disable a virtual  resource via the right click menu.  Opening the virtual resource and enabling/disabling that way is not an issue as well, right click  works in java client:

Reproduce:
1. Launch Web Client Manager
2. Click Resources Link
3. Click Virtual Resources Link
4. Right Click a Virtual Resource
5. Click Disable a Virtual Resource
6. Right Click the same Virtual Resource
7. Click Enable a Virtual Resource
