Description (partial)

Symptom:
Observed VPLS Traffic Drop inconsistently after doing multiple operations

Conditions:
1. Loaded the DB.  (Did DB restore)
2. Configured SNMP in WRC. 
3. Did shut/unshut of core port for 5-6 times. 
4. Did shut/unshut of few TP tunnels for 5 times.
5. Had a MGMT VFI configuration. Added/deleted static route of CPT50 for few times.
6. Removed/Added MGMT IP from CPT50 interface for few times.
7. Traffic/Ping is not working for VPLS circuits.
