Description (partial)

Symptom:
IRB traffic loss due to RSV_DROP_L2MC_NO_OLIST

Conditions:
1. 3rd octet of the multicast group is 1 or 2 (such as 224.2.2.10)
2. One of the following scenarios holds (which means PW are used or split-horizon is configured):
    - SHG1 used; EC: N, EC1: N, EC2: 0
    - SHG2 used; EC: N, EC1: N, EC2: 0
    - SHG2 used; EC: N, EC1: 0, EC2: N

where EC = total olist count, EC1 = olist count for SHG1 and EC2 = olist count for SHG2.
