Description (partial)

Symptom:
Customer might see the following traps occurring a lot:
Internal trap notification 1250 (MMENewConnectionsAllowed) MME new connections allowed
Internal trap notification 1249 (MMENewConnectionsDisallowed) MME new connections disallowed, initial reason location of sessmgr resource failed

Conditions:
This trap is getting generated when location of sessmgr resource failed. This could happen if the sessmgr instance which is mapped to an FGUTI/IMSI is now not available for any reason (Card pull out / standby sessmgr has taken up one of the 2 failed sessmgrs etc).
