Description (partial)

When I set the appropriate Globals to synchronize various applications (PPP / WIFI) with the event SUBSCRIBER_ASSOCIATED, those applications do not synchronize on sessions where they should.

I am using Control Panel provisioning to associate devices with subscribers (but the behavior is the same when doing the association manually after the device has checked in)

I associate a subscriber with a device, and "Refresh Device Data" to get the device to check-in and the WIFI and PPP applications do not synchronize. 

I associate scripts that call sync.synchronizeSubscriberAssociation(), and modify the globals to set WIFI and PPP to synchronize and when I Refresh Device Data after doing an association with a subscriber, the applications synchronize. 

The same happens for on initial check-in of the device (Initial Contact), and an artificial Initial Contact triggered by removal of the /v1/ on a devices Management Server URL.

Using Globals to associate applications with SUBSCRIBER_ASSOCIATED event does not work.
