Description (partial)

Symptom:
LCC page is not loading properly while doing page refresh.

Conditions:
Issue 1: 

Some times LCC page doesn't load properly and we can't see anything in the page after doing a Page refresh.

Issue 2:

Sometimes when we try to collect logs for some device( for ex IM&P) , for default call trace template, log collection jobs remain in "InProgress" state for long time let's say 2-3 hours, although there are no components for that device  for which logs can be collected.

And due to which when so many jobs remain in "InProgress" state, it's not possible to collect logs for new device.

NOTE : For Issue 2 a separate defect has been created and can be track by defect id "CSCur47402".
