Description (partial)

Symptom:
IM and Presence exchange between users deployed on different Intercluster peers is not successful. The Cisco Intercluster Sync Agent service logs indicate the following error message:

clustering.PeerSyncController - Error Code: -691
SQL State : 23000
Message : Missing key in referenced table for referential constraint (informix.fk_enterprisenode_subclusterid).

Conditions:
This can occur if there has been a change in the subcluster topology. For example, new subclusters created and/or nodes moved between different subclusters. Most likely these would be infrequent administrator initiated events.
