Description (partial)

Symptom:
Anyconnect NAM attempting to apply a MACSEC policy for an interface connecting to a MACSEC configured switch will correctly negotiate GCM encyption initially, but after one or two reboots of the endpoint, the MACSEC MKA key negotiations will fail to setup GCM encryption which can cause an authorization failure for the dot1x session if the port is "must-secure"

if the port is "should-secure" the connection will be made, but the L2 link will not be encrypted.

Conditions:
Computer is using Intel 82579LM chipset with Anyconnect and attempting to do MACSEC with GCM encryption.
