Description (partial)

Symptom:
CAC Location BW is out of sync in one of the nodes in the cluster. This node would not release bandwidth reserved during the call even after call is disconnected.

Conditions:
QSIG Replacement is enabled on all the clusters in enterprise and outbound call goes out from one node and Path replacement proposal call comes in on different node. This issue occurs only in CUCM 8.6 and not in CUCM 9.0 and up.
