Description (partial)

Symptom:
When macsec is configured, we see dropped packets on some interfaces with Bad CRC signature. This is seen after switchover and when linerate exceeds stipulated limit for macsec.

Conditions:
1. MACSEC is enabled.
2. egress traffic rate exceeds the effective line rate for encrypted traffic.
3. Switchover is performed
