Description (partial)

Symptom:
BFD stuck in INIT state after upgrade to to SIT image 5.2.2.25I.

With "mpls ip-ttl-propagate disable" ASR9k sends BFD packets with TTL value of 254 instead of 255.

The neighbor devices see bfd packet with invalid TTL and drop it.
