Description (partial)

Symptom:
On an ISR G2 router running 15.3(3)M1, the BGP Open process will start, and report that it is running out of stack space:

*Sep 22 12:59:48.587: %SYS-6-STACKLOW: Stack for process BGP Open running low, 20/6000
*Sep 22 13:00:48.591: %SYS-6-STACKLOW: Stack for process BGP Open running low, 20/6000
*Sep 22 13:03:49.103: %SYS-6-STACKLOW: Stack for process BGP Open running low, 24/6000
*Sep 22 13:03:49.103: %SYS-6-STACKLOW: Stack for process BGP Open running low, 24/6000

BGP Open will then shut down and restart, and continue displaying these errors.

Conditions:
If a process is running low on stack and gets killed, this issue could be seen.
