Description (partial)

Symptom:
There is a requirement from few Operators to disable the Cell-Id check at the HNBGW, as they don't change the RNC-Id. These Operators don't need the SRNS Relocation functionality and hence, they are fine with different HNBs having the same Cell_id during HNB Registration.

Conditions:
There are cases in the deployment, where FAPs use the same Cell_id and the same RNC-Id. 
Due to this, when a new FAP Registers with HNBGW, while adding this new HNB Cell_id to PLMN-list, if same Cell_id entry already exists, then old-HNB and old cell_id are cleaned up from the HNBGW.
