Cisco Bug: CSCur19521 - Reopen:Continuous Tracebacks, reboot while changing max-carriers

Description (partial)

Symptom:
If we do config and unconfig Qams mutiple times, supervisor throws following continuous tracebacks.

%COMMON_FIB-2-IF_NUMBER_ILLEGAL: STANDBY:Attempt to create CEF interface for Qam7/1.44 with illegal if_number: 0

Conditions:
When we follow the below steps we could able to reproduce the continuous Tracebacks.

1. Configure more channels (ex 192 Qam video channels)
2. Remove max-carrier using the cmd "int range qam 7/1-8" "no cable downstream max-carriers"
3. Set the Max-carriers using the command " cable downstream max-carriers <max-carrier>"
4. Now I am seeing tracebacks, STANDBY SUP gets continuous reset.

Note: When we do the steps 1 to 3 continuously more than 40 times we can reproduce this issue
