Description (partial)

Symptom:
For the scenario of  MAP with at least two RAPs
When there is a roam like RAP1->RAP2->RAP1 under a error condition (RAP1 radio went down, etc), the map may go into a failed scenario where it is marked for deletion on the controller, but it is never actually removed

When the MAP sends the EAP start, the WLC will drop it, with a error indicating that dot1x would be dropped, as it is in delete pending state
