Description (partial)
Symptom: Under certain condition, ASR1k sometimes does not respond to peer's BGP OPEN message. Finally, BGP session will be correctly established but it takes longer time than normal condition. Conditions: -The issue happens during Graceful-Restart process. -ASR1k is BGP Graceful-Restart helper router.
